Under this executive order, U.S. passports and Consular Reports of Birth Abroad (CRBAs) will no longer be issued with an X gender marker. Passports will only be issued with an M or F marker, reflecting the applicant’s biological sex at birth. On January 27, 2025, the White House Office of Management and Budget (OMB) issued a directive to federal agencies to temporarily pause funding for certain programs, pending further review. Disruptions may have included federal funding for Title VI programs such as Fulbright-Hays, Centers for International Business Education and Research, and/or Foreign Language and Area Studies Fellowships, among others.
